water in the oil

Help. I have a Farmall with a c-123 engine. It looks like the engine has recently been gone through. I found the oil to be full of water. I live in Tucson and I dont think the block has ever froze, and it has anti freeze. I pulled the pan so see where it was comeing from, and three of the four sleeves are dripping anti freeze. Is it a common problem for the sleevs to leak like that? I've never worked on a sleeved engine before. How are the sleeves sealed to keep water out of the crank case? Any info will help. Thanks Mike
