Ed, on top of your TA housing you will see a cover that has a raised top with a flange around the edge. Remove the bolts and cover and inside you will see a small clutch just like the main clutch for the tractor. When you move the TA lever back and forth you should see a throwout bearing move back and forth same as your main clutch. Upon observing this you should see the small clutch in there being treleased and applied. This you will do with the tractor shut off of course. If what you say is happening, this throwout bearing is either not moving, or it is way out of adjustment, and frozen in the released position. If this were the case I believe that throwout bearing would have given up some time ago. Check it out and let me know. Can't hurt a thing to look, and just might be something real simple.
