686 TA

I've got a IH 686D with teh TA stuck in the low position. The lever moves from high to low like norman but the tractor stays in low. Any thoughts on how to fix this cheeply. It's been like this for years with out a problem - just slow on the road. If it is an expensive fix it will stay as is until something like the clutch goes and I have to split the tractor. Usally the fix is to split the tractor and remove and replace with a rebuilt. Since I'm being cheep I might try and fix it myself.
