Are you sure that it is in low side ??? does it free wheel when you back off the throttel or going down hill? If so then something has the T/A clutch disengauged , one it could have come apart then you must split the tractor at the bellhouseing , the bolts came out or broke if that happened then it can be fixed with out splitting through the top cover but it won't be easy, or the T/A flywheel came lose and i have seen this happen on a number of times when someone eles did not get tight enough or the lock ring failed and it backed off then you will have to split the tractor at the bell houseing. If you have more problems get ahold of me and i'll try to help. Ps mark the input shaft if you take it out because it will fit both ways but if you put it in wrong it will lock the engine up in no time so mark the end that goes in the engine flywheel.
