You might check the archives, there were alot of posts on this subject in the last couple of years. One of the tried methods was to heat the tube with a couple of rosebuds and throw water on it. This was supposed to get the outside tube to shrink faster than the inner, thus breaking it loose. I can't say for certain it'll work, but might be worth a shot.
