I will guess that the reason that the fluid is milky is because the tractor is subjected to temp extremes and it should just be condensation mixed in with the fluid. I changed the trans fluid in my 41 H about a month ago and it looked like chocalate milk. The return line you mentioned should be changed out you may be able to put solid pipe or steel tubing in place of the hose.
