my family's '58 cub does the same things. in terms of the harder-to-lower-than-raise, when you lower the lift, it compresses a large spring(to the left of the seat). my best guess is that the spring is very stiff, and helps the attachments to float. when lifting, the spring is helping, when lowering, it has to be compressed. that is my best guess...
as to the "jumping up and down," perhaps your problem is different, but ours does something similar, and I don't know why. it has never posed any serious problem for us, so we just don't worry about it. good luck...
