Rebuilt M Engine Won't Start

I have rebuilt a M engine that was apart when I purchased the tractor. I used new sleeves, rings, rod bearings, and piston pin bushings. The pistons were reused and are flat top 4" pistons from a Farmall 400. The head was reworked. Carb was built. New coil. The crank was not removed, and the distributor and governor remained on the tractor and have not been moved. I am getting 90 psi of compression at cranking speed-I think this is correct for a overbore with flat top pistons. When I try to start the engine, it will hit while cranking, but never take off. The engine acts like it is not getting gas, but I see no reason why it should not. Could I have a problem with the governor where it connects to the carb. I have rechecked to see that the linkage tab is in the correct slot on the carb. How can I check the linkage? The plug wires are as follows: #1 at 2:00, #3 at 10:00, #4 at 8:00, and #2 at 4:00. Is this the correct wiring order? All I am doing is running batteries down. Thanks in advance.
