340 steering wheel

I have a 340 Farmall I'm trying to replace two sleeve bushings that are on the shaft the steering wheel is on. I put a gear puller on wheel after removing the nut, it does not want budge. I'm I missing some thing that needs to also need to be done, or maybe I need to heat wheel with tourch then use gear puller. Any suggestions would be greatly appricated.
