I had the same problem on a 350 utility I rebuilt. I soaked it with penetrating oil (several times), then put the gear puller on it. I tapped lightly on the puller and it finally gave. If you do that, be careful not to tap too hard or you will push the seal and plug out of the bottom end of the power steering. I know, because I did it and had to re-insert that. Maybe I didn't tap it so lightly after all. Good luck. Keep at it and it will come loose eventually.
