You can test the stator with an AC voltmeter.
Disconnect the three wire plug from the regulator.
Stick your probes in the 2 end wires of the plug.
At full throttle you should get at least 20 volts
AC. The middle wire is the output wire to the battery. You should have at least 13v DC here with the regulator hooked up. I don't know why your dealer is having trouble finding parts for a 1282. It should be in the same book as all of the other 82 series. He may be confused because all of the other 82 series are a 3-digit # (482,682,
782 etc).
