Had a similar problem on an F12 block. When the rod folded in half, it broke the sleeve off flush with the bottom of the water jacket. I had read several times about welding a bead up the inside of the sleeve in two or three places and popping it out when the weld cooled and distorted the sleeve. I tried it, and it worked slicker than snot. I did have to heat up the sleeve around the top and bottom seals with a torch, but then I only have a wire welder, so the beads didn't penetrate as much as they might have with a stick welder. Try it, I think you'll be impressed. Cutting the sleeve out leaves you with the chance of damaging the sealing surfaces if the torch blows through at the wrong time.
