It is a U-2 power unit, vintage 1952. You should also find a mounting place for a hydraulic pump as on a Super A. IH sold them as stand alone power units and also installed them on engine driven equipment such as balers and combines. Based on your desrciption of the air cleaner, a combine seems a good possibility for the original use. Different drives were installed (speed reducer, right angle etc.) based on what was needed for the particular application. The clutch may be an over-center clutch. These engines can be bolted up into the tractors but will be one bolt short at the bell housing because of the gap left for the starter.
