I'm surprised that it leaves a mess on your hands, if you use it every day. Nonetheless, I'd lace on an inexpensive vinyl steering wheel cover that will survive the elements and the use. I think any kind of paint won't work, short of a cured epoxy-type automaotive paint - regular spray paint won't be nearly durable enough. Or, wear gloves until you wear the wheel down to a solid surface.
