Don't have specific know how on the M but with the engin off and the thottle lever in the open position, the throttle plate in the carb should also be completely open. Any adjustment to accomplish this is a pain in the ass through the outside cover of the governor and the breather access obove the governor. Chances are that that is not the problem, however. Conside the purchase of a new spring to replace the potentially fatigued spring inside the governor case. It is that spring that provides the opening of the throttle plate.
