Adjust carb and maybe governor?

What is the correct procedure to set carb up on a 39 Farmall M? Does the governor need to be adjusted also? Any and all help is needed. Seem to run good but doesn't seem to have power. Unsure if the governor is opening up. It doesn't seem to.
