I would try doing a vacuum test on the engine while it is running. It will tell you several things. It can tell you if the carb is misadjusted, it can tell you if one plug wire is bad, can tell if valve is not seating, will tell if the timing is off. It is a good tool to learn how to use on these older tractors. Also, when doing a compression test, make sure the throttle is wide open, and you may want to use three or four tablespoons of oil instead of just one. Good luck.
