Farmall A - Got an eye on it

Don't know what is is today about the A, but I've got one... A huge farm operation nearby has no need for the A parked along a fence row. Well every day I have to look at it on my way to work, and it needs to be moved, maybe to my place. Checked it out today and find that it has been idle outside for at least 2 years. Can't shift into any gears for some reason, or move it in what seems to be neutral. No obvious oil pools below, sheet metal restorable, tires fair. Question..
should I make an offer not knowing if it's frozen? And at what price? (another example of the iron attracting other iron phenomenon)
