Chad, might not be anything wrong with your carburetor. It might be the engine itself. Have you done a compression check? Have you had the valve cover off and checked the clearance on the valves?

If the compression is down because of worn pistons/rings, or valves that are not fully closing or seating improperly, the engine will have a hard time of drawing the fuel mix through the carburetor and into the cylinders. Carburetors are both simple and complex at the same time, but if the tractor runs OK once you do get it started, then there probably is not too much wrong with the carb.
