A wont start unless you put gas in the plug holes

Ok I just got this tractor and we are tinkering with it. I have not done the major tune up on it yet I need to wait for tax money. We took the carb apart and cleaned it I will rebuild it later or sooner if need be. Ok if you try to choke this thing it will not start gas can be dripping out of the carb. put gas in the plug holes it takes right off. Then any time after that it fires right up. If you go out the next day it will not start. I am guessing its not sucking gas into the engine. could it be my new exhuast gaskets have not seated yet and that is why it can not suck gas into the engine? I am up for ideas? Chad
