The governor shaft wear sure isn't good, but it still shouldn't overspeed. Try this, 'til you can thoroughly OH the governor: Start by setting the length of the rod from the governor to the carb. Basically, the throttle butterfly shaft in the carb should reach it's wide-open position just a tiny bit before the governor arm reaches the end of it's travel. This will put the carb butterfly and the governor back "in synch", so the governor cam control the engine, all the way down to idle. (A weak spring will cause the governor not to "rev the engine up" when the throttle is moved ahead, NOT make it fail to idle. If the little ball thrust bearing is worn out in the governor, you will not get it to work by adjusting the throttle rod.)
