This problem has been discussed several times on this Forum. There are several places which could be
worn and causing your problem. You have already
addressed one But on a tractor with that much slop
you will have to get into the steering box where
you will find a vertical shaft with a worn keyway.
and a sector gear in which the keyway probrobly
isn't worn bad.Also in there are bushings and seals
you have to replace. Plan on doing it all. The vertical shaft will have a square end on the bottom
where the outside steering arm is clamped on. To
bad, its worn out. Now if you plan on keeping the
tractor forever, You replace the vertical shaft
with one from a newer model, which has a tapered
end on the bottom. $90 on Ebay. The sector gear
will fit the shaft, but the steering arm won't
so you will have to go to your IH dealer and get a
new steering arm, not cheap. AND you have to get
the one that fits you tierod ends.
Replace these pieces and the shim Scotty mentions and all the seals and shims in there and
it will be better than new.
CHEAPSKATE SOLUTION
You still have to take off the steering
box. Replace the seals and sleeves,put in the
shim washer, Fix the keyway, but you still have
the problem of the steering arm clamp on the
square shaft. Shim it with some real thin sheet
metal and clamp it on tight.
