F12 starting problem

I just put in new rings and did a valve job on the engine.I also replaced the points cond. & coil in the magneto, valves & points were set at .013.heres where the problems start. I choke it it wont start. I prime the carb with gas or starting fluid it wont start.If I pull the plugs and prime the cyls. with gas or starting fluid it wont start.If I pull the plugs and squirt them with starting fluid it starts every time. Ive tried a defferent magneto and plugs and carb. the results are the same.Im absolutely stumped. Thanks Roger
