IH 240 utility (carb)

I cannot get my 240 to run at high speed it pops and looses power, at idle it runs fine. I've taken the carb apart and cleaned it put new needle valve but no luck. Should the float have the little wire that conects to the needle valve to pull it down, mine dosen't. thanks glen
