MD engine goes wide open when switched over.

Picked up a 52 Super MD. Sat in barn for 25 years. Had new heads and M&W pistons and sleeves installed before it was parked. After draining all the fluids and replacing the wiring harness and alot of small problems, I got the engine to fire on gas. It runs fairly well on gas and starts easily even when in the teens. But when I try to switch it over to deisel the engine wants to rev wide open no matter what position the throttle is in. The injector pump case was full of fuel when I drained it, probably from leaking down over the years. Could the governor in the pump be gumbed up or frooze in full throttle position? Can I get to the governor thru the bottom cover on pump without removing the pump from engine? Is this a common md problem after they have sat long periods of time? Any help would be great.
