What you want is a priority flow divider valve set to about 3 gallons per minute. This type of valve will insure that all the oil flow goes to the steering first until the 3 GPM is met. Any oil flow in excess of the 3 GPM will then go to the regular hydraulics. Plum this in the pressure hose between the pump and the regular control valve. Run the priority flow to the steering motor and a return from the motor back to the reservoir. Everything alse on the hydraulic systrm can be left as is.
