3 point hitch not working right?

I"m new to tractors, and have a couple of questions on the 3 ph on my IH 606 Diesel... The tractor had been sitting for 5 or 6 years outside when I bought it this fall, and last weekend I finally got it actually moving after fixing frozen clutch and brakes. Everything seems to be working well now, but I"m not sure that the 3 ph is working properly. When I raised it the first time it spit a bunch of rusty looking fluid out the hydraulic cylinders, but after that they seem to be fine (as in not leaking). However, in order to get the 3 ph to lower, I have to physically jump on the hitch arms while pulling the hydraulic lever in the "lower" position. Is this normal?? Should I be depending on the weight of the implement to lower the hitch?
