I would start by checking for a disconnected wire feeding the light switch, or a break in the wire. The fuse holders had a bad habit of melting fuses due to high resistance. This is why the circuit breakers were used to replace the fuse holders. Check again for voltage at the fuseholder. Check out the on-off switch also. This is very easy to tell how to check things out. Another thing entirely to get to the switches & wire looms & connections. Good luck.
