Probably the spring, if not you still need to take it off to see what the problem is. As I recall, when I pulled a B governor, I had to unbolt the fan shroud to squeeze the governor off without removing the radiator. If there is no antifreeze involved, it might be just as easy to undo the top hose, loosen the radiator and at least tip it forward.
