Just pull the governor off take it apart and have a look. It's rather ingenius. You will be able to tell what's wrong. Case has rebuild kits for the guts but if the housing holes around the linkage rods are worn out you will have to have them redrilled and bushings installed.

Also, with all due respect to Jim, I was able to weasel it out without removing the fan skirt. (with great difficulty)
