Steve; I didn't find the previous post you mentioned so I don't know what you tried or what advice you received, however, I have worked with the IH Type A injection pump a bit and have yet to find the govenor causing problem you describe. It may very well be, I just haven't come accross that yet. If the pump ignores the throttle then your problem is most likley a stuck plunger rack, or the small ball bearing on the engine side of the pump that supports that end of the cross shaft could be siezed. Either possibility is usually caused by moisture due to condensation. In either case the pump should be removed from the engine to facilitate proper repair. I have seen a time or two where the rack can be freed by taking the side cover off and gently (very gently) working the linkage with a wrench. A worst case senario is; the front pump mount and a plug on the rear must be removed to access the rack so it can be moved woth a bit more force. The good news is, if the engine runs the plunger isn't stuck. I went back to find your earlier post but must not have gone far enough. So if this is a repeat, my apologies and I hope I didn't cross swords with anyone.
