SMD pump? Still runs full thottle when switched ov

I got around to messin with the Super MD I picked up. I took the advise from earlier question I posted, I pulled the side cover and oil filler on injection pump and looked around inside. Everything in there looked clean and free to move. I have a IT manual with a exploded view of the pump, it looks like I need to pull the bottom cover to look at governor? I left the fuel off and the engine seemed to idle down until it ran out of fuel in the bowl. Could there be something wrong with the scavanger pump, like that it not returning enough fuel to the tank and its get to much fuel pressure?
