Unfortunately, you can't reattach the stud with any strength. Nothing you use to glue it back on will hold, and even if it's weldable, you can't weld it without ruining the finish on the metal. Best thing to do is remount it with the remaining studs and see how well its mounted. If it's a little wobbly, you could carefully drill out where the stud was and replace it with a STAINLESS STEEL machine screw and nut. A stainless machine screw will disappear on the surface of the emblem; you won't even notice it's there.
