Head Gasket

A neighbors Farmal C had a blown out head gasket. He replaced the gasket and now it is leaking some oil and water between the head and block. He retorqued the head to 65 lbs after running for a while, but still leaks. I looked at it this morning and thought it was getting hot after just 3-5 minutes of running. The radiator was not boiling over but most of the farmalls I have observed are slow to get warm. This tractor already had a little steam coming out when I removed the cap. My thinking is the tractor got too hot and the head is now warped and not sealing water and oil as it should. Is this right?
