i also have a cub with a woods 59 mower. it is a big mower for that tractor. mowing in second gear is a stretch if the grass is too long. be sure the deck is adjusted properly, and you have sharp blades. also check the throttle to be sure it is opening wide. i needed to re adjust the linkages on mine and reset the governor, somebody before me played with it.
