cub needs an overhaul??

Let me start off saying I don't have alot of experiance with farmalls, just one F-12 about 6 years ago.
My wifes aunt has this 1954 farmall cub she uses to mow her lawn, and she asked me to look at it because she felt it was low on power. It has a 5' woods belly mower. I felt that this is a little big for a cub, given she has quite a few hills to mow up. Can a Cub handle this size mower even if the motor is in tip top shape?
I have the tractor in my shop right now, and just started to check it out. It starts and sounds real good, idles very smooth with no knocks or rattles at all. Good oil pressure also. It appears to be all original, and never apart, or painted over. It does have a little oil smoke come out of the exhaust, and with the dipstick pulled out has a little blow-by. I checked the compression and it has just a hair under 100psi on all cylinders both when checked hot and cold. My question is, does it need a rebuild, and if I do rebuild it will it handle that 5' mower any better? What compression psi does a fresh rebuilt Cub make? I just don't want to sink money into engine rebiuld to find out it makes no more power. Thanks for any info.
