I will probably crank up alot of people that run woods mowers on cubs, They seem to do it and get away with it, But I have to say I have always felt that 9 3/4 belt horsepower isn't really enough to run a 5 ft mower, on anything but a manucured lawn.
It doesn't sound like it needs an overhaul to me. Good even compression, minimal blowby, good oil pressure, Maybe shapen blades and check deck bearings? belts? Just my two cents worth.
