I would get an I&T manual first. but yes you can replace the oil seals from the outside while you service the breaks. As for the locking up, I'v had experence with this on ouir Super C, and Super H. and first make suyre the breaks and all barks are really clean and free of dust and dirt. Also check the breaking serfaces for marks and ridges and deep scratches. Finaly if that does not work, first replace the break disks then replace the balls in the accuator and the springs too that is what solved the problem on our Super H. THe Super C just needed a good cleaning and it was all set. Good Luck Andrew
