1000 shaft no problem from outside...540 shaft there is a aftermarket screw in seal from Hy Capacity that threads in on existing threads in PTO where the original tube cover was installed when unit was new. This is the answer up to the 86 series but will not work on 88 series units. Seal sells for about thirty bucks.
