There are two possibilities here. 1: the PO lied or didn't know how to properly do the rebuild.
2: The rings aren't seated yet.
I suspect #1, but to be sure, change the oil/filter to make sure there just isn't too much oil in the engine. This will also get rid of any normal break-in stuff in the oil and filter. It might also show some possible problems like lots of metal particles in the oil indicating where problems might be. It don't look real good for the rings, though. Phil
