First, with all the plugs out, crank her over and watch any of the spark plugs with their bases touching bare metal to see if they make a good spark. Assuming this shows a good spark, there is nothing wrong with your magneto. Now for timing. The rough way to time it is to put your finger over the number one spark plug hole and crank the engine until you feel maximum pressure. Then, carefully, extend your little finger into the spark plug hole and feel the piston reach top dead center. Without moving the crank, check to see that the magneto rotor is set to fire plug wire number one. If this looks ok, your tractor should work. You can then follow the correct instructions from the manual to time it exactly whenever you feel the urge.
