I've seen home jobs that were cleaned and sprayed without much prep. They were working tractors, so the owner just wanted to be able to see it out in the field.
I've also seen high dollar show tractor finishes. Very nice.

It's all about what you want in the end. Me? I'm going for the high class finish. I would say 70% of my restoration budget will go towards the prep and paint.
