When I last had one apart 10 years ago I thought I had to remove the gear from that shaft before it would come out, maybe I am thinking about a different shaft on something else. You should be able to replace the seal. I believe that it has a leather seal on the pulley end of housing to seal the shaft. It will be in a groove cut in the end cap itself. The gear and bearings will have to be removed to replace seal. I don't remember if there is a nut and washer holding the gear on shaft or not. If not it may need to be pressed off and bearings to.
