'06,'26,'66 series tractors not steering cold

Has anyone cured the no drive,no steering problem with the older IH"s yet? Ours do it when it is cold. If we leave them run awhile they will eventually move then steer. Also I have about 25 gallons ATF (new) at my disposal and my dad thinks there used to be a formula to make your own Hy-tran.Any ideas?
