That should work. With the 2 bolts out, the bearing should slide up the steering shaft so you can see what is happening a little better. Possibly the sector shaft or gear is a little loose allowing the gear to move out of line, causing a jam. You might try jacking the front axle up enough to take the load off the tires. Then try moving the center steering arm left-right/up-down to see if it frees the worm shaft to come the rest of the way out.
