When the steering, or a remote cylinder reaches the end of it's stroke, a pressure relief valve is forced open, to allow the oil still being pumped by the pump to "return to sump".

SOME loading of the engine while this is going on is NORMAL.

If the loading seems excessive, it would be a good idea to check the steering and remote hydraulic bypass pressures against "specs" in the shop manual, 'cause if these pressures are excessive, pump or timing gear damage can occur.
