Oh, yeah. Most definitely. Here's a distilled version of a common voltage regulator test (hope you don't mind, John T): Ground the field to the case. If the system charges, then the VR may be bad. Then, try shorting the regulator's BAT terminal to the GEN terminal. If the system charges NOW, replace the VR. If not, have the generator tested. I'm worried about that wiring, though, and highly recommend checking it against a wiring diagram, if you have one handy. If you've already done so, then try running the tests as per John T above. Keep us posted! Sounds like the local FFA chapter needs to put in some post holes with manual diggers to dispel some of that excess energy.
