M Governor

Small problem with the throttle/governor on an M.
The governor works fine,comes up to full speed,however the throttle has to pulled back apprx.3/4" past the last notch in order to get full throttle.
How do I get full throttle to align with the last notch?? This tractor is used 6-8hrs weekly to disk and sheep's-foot a 1/7 mile go-kart track,runs great,
pulls the 4ft sheep's-foot easily in 4th gear,however many times speed is of the essence and holding the throttle all day is a pain in the hand.
