Tom, I had a similar problem on my 46 H. If the engine stays at idle for the first 3 or 4 notches while you are advancing the throttle lever, then do the following. Remove the angle plate of the governor shaft housing. You will see the vertical shaft and the horizontal shaft which goes into the carb. You will notice that the vertical shaft sets high in the housing when at idle and is much lower at full throttle. Take that top nut off and remove that tiny cotter pin and take out the big pin that holds the two shafts together. Now rotate the adjusting block that held the big pin one or two turns counter clockwise. Now the throttle butterfly plate will start opening earlier as you pull the throttle lever up. If that doesn't help, keep a pair of vice grips handy. Currently I am doing that on my 51H since the throttle lever is worn out and won't hold in the jagged teeth.
