That is a relief valve as well as a priority valve. The excess flow will not get anything if the relief setting is not meet. Does the tractor seem to be laboring at all when not steering. Does the idle change when you steer? Also, you may be flowing enough oil through your steering motor (internal leakage) to prevent it from allowing the pressure to build. More diagnosis may help. Maybe try a ball valve going to the steering motor. Slowly start to close it off and see if the implements them start to work. Just be careful not to blow the pump up.
